- Organisation core business: Value Wales is a division of Welsh Assembly Government. Value Wales exists to help the Welsh public sector to make the most of its resources. It has three areas of work - Procurement, Estates and Projects and Efficiency.
- What will the project do?: Name of project Idea: Homegrown Talent (Procurement) Project The Homegrown Talent (Procurement) project will create additional skilled capability across Wales and at the same time realise savings and wider environmental, social and economic benefits. Addressing the shortage of procurement professionals in the Welsh public sector will put Wales in a position to sustain the project benefits in the longer term. Developing senior management understanding will ensure that the opportunities available from smarter procurement are maximised across Wales. Specifically the project will: Recruit two or three cohorts of students and through a combination of on the job training and project assignments coupled with professional procurement qualifications produce a new and highly skilled workforce; Supplement this with a professional expertise; Use the additional resource to help deliver a series of interventions that will realise procurement efficiencies across Wales through the Value Wales collaborative procurement programme and xchangewales (e-solutions) programme and the associated work with partners across Wales; Ensure that senior managers or Service Heads across Wales understand the difference smarter procurement can make to their operation and their objectives to improve use of e-solutions, and support the environment and equal opportunities; Help to spread best practice and innovation in procurement. It therefore delivers against both Themes within Priority 4 ie Theme 2 Building the capacity of public service sectors to deliver high quality services and Theme 1 Transforming public services through more effective collaborative working - in that through growing capability it delivers tangible and measurable benefits.

- What might be the results of the project?: Up to 2,000 Participants (senior managers or Heads of Service) being trained in how to use procurement to realise benefits; Up to 20m pounds of savings realised (and more projected for future years); Up to 24 participants gaining full MCIPS professional procurement qualifications; Up to 24 participants gaining future full time employment; Up to 40 Welsh public sector organisations improving workforce planning and development strategies; Improved adoption of sustainable procurement (including environmental and equality policies) and better outcomes; Up to 50 additional secondment or assignment arrangements thereby sharing best practice and improving collaboration. Faster or wider implementation of the xchangewales tools and sustainable procurement best practice initiatives.
